Job Summary:

The Office of Ocean Exploration and Research (OER), located administratively within the National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research, is responsible for coordinating interdisciplinary ocean exploration expeditions and projects to search, investigate, and document unknown and poorly known areas of the ocean in order to advance and disseminate knowledge of the ocean environment and its physical, chemical, biological, and historical resources.

OER conducts telepresence-enabled ocean exploration expeditions with NOAA and non-NOAA ships. OER's primary ship, NOAA ship Okeanos Explorer (EX) is the only vessel dedicated to exploring unknown areas of the deep ocean. The vessel is equipped with a diverse suite of advanced technologies to characterize the ocean from -200 meters to -6000 meters. These include multiple sonars to map the water column, seafloor, and sub-bottom, tethered remotely operated vehicles, ship-mounted sensors, and a conductivity, temperature, and depth rosette. The vessel also serves as a platform for testing new advanced ocean exploration technology and may utilize or host additional equipment, assets, and sensors. Unique to the EX is also its telepresence capability which links onboard scientists and technicians in real-time via satellite to an unlimited distributed shore-based team of experts, and allows researchers to connect with students, media, and the public to share expedition findings and increase ocean literacy. Live video streams from the ship are shared on OER supported websites. This work is in collaboration with OER's partners, the Global Foundation for Ocean Exploration (GFOE), the University of New Hampshire Joint Hydrographic Center (JHC), the University of Rhode Island Inner Space Center (ISC), and the EX. OER provides information from its telepresence-enabled expeditions on its website (www.oceanexplorer.noaa.gov) which is updated as information is relayed from the ship to Silver Spring, MD. OER is responsible for editing and maintaining the office website, which is a primary outreach and education tool for many of the expeditions funded by the office, as well as many other OER initiatives. The OER website is currently maintained by OER Outreach and Education Division.

The Digital Communications Team is responsible for planning, scheduling, maintaining, summarizing, and marketing of all scientific information, images, and video gathered by OER and partners to be accessed by the public, educators, and other groups via the oceanexplorer.noaa.gov website.

Responsibilities Include:

  • Develop and test web pages and sections using web editing software.
  • Work as part of a team responsible for the development, evolution, operation, and day-to-day maintenance of the website, with a focus on web crafting and multimedia tasks in a way that presents expedition results to the science community, educators, and the public.
  • Provide input as part of the overall team on website layout, design, and usability issues.
  • Refine and revise digital communication techniques and technologies as they evolve.
  • Assist in researching, troubleshooting, resolving, and documenting technical problems.
  • Assist with the creation of the website's Annual Operating Plan.
  • Assist in the development of digital multimedia products such as images and videos using scientific information from OER expeditions, as available.
  • Assist in the review of all online communications prior to making it available to ensure quality and appropriateness.
  • Assist in the reporting of online communications usage by analyzing monthly statistics.
  • Attend conferences and other events as necessary to maintain scientific and technical expertise.

Required Qualifications and Skills:

  • A BS/BA in Computer Science or Web Development or equivalent; related work experience can be substituted for educational requirements.
  • 2-3 years of experience in web development
  • Proficient with HTML5, CSS3, and JavaScript
  • Proficient with Adobe Creative Suite
  • Familiarity with Bootstrap
  • Familiarity with cross-browser/cross-platform issues and 508 Web standards
  • Familiarity with use of FTP sites to manage files
  • Knowledge of current and emerging web trends and technologies
  • Excellent people skills, with the ability to be diplomatic and approachable.
  • Judgment, resourcefulness, and initiative to make decisions with little supervisory assistance.

Work Setting and Environment:

  • Position is remote
  • Due to the unique mission requirements and nature of the location of performance of work under this contract, on a limited basis, work may be performed 5-7 days per week, eight (8) to nine (9) hours per day. The business and administrative staff hours shall be Monday through Friday between 6:00 AM to 6:00 PM.
  • On-site federal contractors, in federal buildings or on federal lands must comply with CDC guidelines with respect to wearing masks, maintaining physical distance, and other public health measures.
