Job Title: Purchase Card Operations Manager (PCOM)

Job Summary:

The purpose of this position is to provide operations management support to a Government Purchase Card Program contract. The Government Purchase Card (GPC) is a government-wide commercial credit card designed for non- procurement personnel for the use of acquiring goods and services.

Responsibilities Include:

  • Formulating policies, managing daily operations, and planning the use of materials and human resources
  • Performing audits and reviews on cardholders' activities
  • Providing Merchant Category Code (MCC) management and analysis support
  • Providing recommendations on the Purchase Card Hierarchy
  • Developing training/briefing and presentation materials
  • Providing help desk support services in case of emergencies during non-routine hours

Required Qualifications and Skills:

  • Bachelor's degree in Business Administration or a related field
  • At least 5 years of experience performing day-to-day management of project/program support operations, organizing, directing, and coordinating the planning and production of all purchase card program management support activities
  • Familiarity with business intelligence and data analysis software such as IBM Cognos Impromptu, MicroStrategy, Oracle Business Intelligence Enterprise Edition, Qlik Tech QlikView
  • Familiarity with CRM software such as Act!, Oracle Eloqua, Salesforce, Sugar
  • Familiarity with data base user interface and query software such as Airtable, Amazon Web Services AWS, Blackboard, Yardi
  • Familiarity with ERP software such as Microsoft Dynamics GP, NetSuite ERP, Oracle Hyperion, Oracle JD Edwards EnterpriseOne
  • Familiarity with Microsoft operating system, including MS Office (Word, Excel, Outlook, Access, PowerPoint)
  • Strong spreadsheet skills (pivot tables, comparative analysis, graphs, etc.)
  • Strong customer service skills
  • Strong speaking and writing skills

Work Setting and Environment:

  • Monday - Friday, normal business hours
  • Work is to be performed at USCG Headquarters in Washington, DC
  • On-site federal contractors, in federal buildings or on federal lands must comply with CDC guidelines with respect to wearing masks, maintaining physical distance, and other public health measures
